My Lord,
By the terms of Your Lordship's despatch No. 110 of 10th June 1890, basing the increase to salaries on the pay of corresponding positions in the service, I am in my present appointment precluded from receiving any increase. I have the honour to request to lay before Your Lordship certain facts which will, I hope, upon investigation establish a claim to special circumstances in my case, which may perhaps be considered.
Previous to 1881 the Clerks in the Police Department were inadequately paid in comparison with other Clerks in corresponding positions in the service. This inequality was represented to the Right Honourable the Secretary of State for the Colonies.
